CPU and MOBO for good inexpensive gaming computer

My son, who is 11 years old, is building his first gaming computer. He would like to be able to run beamNG and similar programs. For CPU, is the i5 4590 a good choice? Which would be the best choice for the mother board, H97, H81 or the Z97? Which brand would be best? He would like to keep the cost below $800 if possible.
Also, for the video card would R9 280, R9 280x, or R9 290 be best?
What specifications should we look for in the video card, CPU and MOBO? It seems there are many choices for each type of video card, CPU and MOBO. For example there is the H97 ME, the H97 M PRO7 micro, and the H97 PC.

Nice build Whateverworks, that would definitely be a good option. Keep in mind also that you will need to get some kind of operating system, either purchasing windows or getting something like Steam OS or Linux. Windows 8.1 will run you about 100 dollars, and Steam OS and Linux are free. Look them up for more information if you want, but I would recommend Windows.
