No, it's not. The R9 270x is a mid level adapter that will probably give you medium settings on demanding titles and maybe high settings on some less demanding titles. If you want Ultra settings, you need a high end card like the GTX 770, 780 970, 980, R9 290 or 290x.

This would be a FAR better build. The board you had picked out should NOT be overclocked on, as it has no VRM heatsinks. This is a MUCH more powerful GPU. Way better PSU. Faster RAM. The Cryorig cooler will outperform both the H55 and the Hyper 212 EVO. Bigger monitor with much faster response time. WAY better quality case. Just much better overall.
