How do one connect to the internet without using a cable in windows 8?

What kind of internet connection do you have? Also are you using a laptop or a desktop computer? Usually ISPs will provide you with a router with a wireless LAN connection with the internet service they sell. If you are using a laptop they should have a built in WLAN adapter and it is a matter of correct setting to connect to the router. If you are using a deskptop computer it might not have a wireless adapter installed, in which case you will need to buy a WLAN adapter that fits your computer and installing that and then connecting to the router.
