LED and IPS refer to different parts of the monitor and as such are not exclusive (you can have a IPS LED monitor). On monitors LED is a type of backlighting used (CCFL was used before LED started to emerge). IPS is a type of the panel, it has better color production and viewing angles compared to TN panels but have lower refresh rates. IPS panels mostly top at 60Hz while with TN panels you can get up to 144Hz depending on the model. IPS panels usually cost more over TN panels.

If you are mostly purely gaming/watching movies etc on your monitor you will most likely be satisfied with a TN panel, if you need high quality color reproduction and calibration for photo editing etc then you would most likely want a IPS type panel.
