Intel Stock Cooler and PWM fan control question

Is it safe to control the Intel stock cooler with PWM? or is DC control better?

If I decide to get the Cooler Master Hyper TX3 Evo CPU cooler can it be controlled by PWM as well?
I know that PWM can cause electronics to overheat, so I just have to be sure.

PWM is first choice for a 4-pin cpu fan. DC control actually lowers the speed by lowering the fans power, which can stress it more as it is trying to run at 100% but 100% is whatever fraction you have decided through the dc control.
