It depends how long you can wait, you may be looking at a good 6mo or so before skylake is released. We're into the 2nd quarter of this year, broadwell likely won't be until later this quarter or early 3rd and skylake has been pushed back because of the delay in broadwell. Rumors are up to 20% increase, assuming that's based on best case scenario. It also hasn't been put into a system and tested (even then review chips are often cherry picked). Skylake will probably be a marginal performance improvement just like haswell was to ivy was to sandy. The last chip they released for desktop was the 4690k and claims made directly from intel were 5ghz on air cooling which was a bit enthusiastic. It all depends how long you want to wait, what your typical upgrade habits are. Do you upgrade every year, every 2, 3 etc. If you upgrade every other year or every 3rd year, just keep in mind that you'll be looking to upgrade again when that time comes. Waiting 6mo now buys you 6mo, brand new tech from release to 3yrs old is 3yrs old. Doubtful the 4690k will be outdated in two years but had you waited skylake would be viable for four or five years. I don't think you'd go wrong either way honestly, just a matter of preference. I was due for an upgrade coming from a core 2 duo, the 4690k was (and still is currently) the latest they have to offer in an i5. Seeing the four to five year old 2500k still performing admirably I'm not too concerned with it becoming outdated any time soon in terms of usefulness.
