I'm using Gskill RipjawsX 2x4Gb and it is 1866mhz but when I check on the task manager it says 1333mhz

On bios I turned on the xmp profile 1 already it got 1866mhz below. but the DRAM Frequency still is 1333mhz. when I try to select the freq it only got 1333mhz as the maximum no 1866.

By the way I'm using motherboard MSI B75MA-P45

And it is combatible with 1866mhz even 20+

Using windows 8.1 64bit also

Solution
oh there lies the problem! your cpu doesnt support those kind of speed
your cpu's max ram speed is 1333mhz and is not a 22nm but a 32nm cpu ,so it will run at 1333 itself
check out this intel's support page

it is a locked cpu and over clocking it would give you more problems . for ideal overclocking you need a unlocked k series cpu
only way to run those ram modules at 1866 would be to change the cpu to a i5 3570k (or any 3xxx chips), which may give you the advantage of OCing and run ram at higher speed
