asus m5a99x evo 2.0 wont recognize 8gb ram

hello guys, I'm having a problem with my motherboard. i have an amd fx 8350 with a gtx 970, windows 8.1. i also have the latest bios update (2501). this issue I'm having is that my motherboard bios only recognizes 4gb of ramof 8gb correctly installed. However, when viewing the northbridge in the bios, it says i have 2x4 gb installed. i know the ram is not bad. windows 8.1 recognizes the full 8gb of ram but the task manager says 4.1gb is hardware reserved. when viewing my system in the control panel, it says i have 8gb ram but only 3.9 gb is usable. i have tried reseating, one by one install, clear cmos, etc. please can someone help me to have my full 8gb usable.

cpu: amd fx 8350
gpu: asus strix gtx 970
motherboard: asus m5a99x evo 2.0
ram: gskill F3-14000CL9-4GBXL

I can't think of too many solutions but have you tested your ram for errors, if not i suggest u get memtest86(http://www.memtest86.com) test your ram that way.

EDIT: ok i did a quick google search so here are some more solutions:
Update Bios (u said u already did that)
Update all motherboard drivers
Try changing ram settings with one stick,at 1600mhz@9-9-9-27->1.5V,then put other stick back in and see if anything changes.

It sounds like you have a LOT of background programs open therefore it hogs up a lot of RAM. Try stopping the background programs and it should free up your RAM.
