Best PC build for 60fps 1080p Ultra Settings? (1000$, OS Included)

I'm looking for a good build that can

-Play most games a comfortable 60fps or preferably higher (maybe 4x AA on certain games, I don't really plan on doing any higher than 4x AA on any game)

-Run a comfortable 60fps on a 1080p screen on ultra settings

-A budget of 1000$

-I don't need peripherals like keyboard, mouse, screen, etc.

-Include OS, please. Preferably Windows 8. Not that I like it.

-I do plan on recording. If 1080p recording compromises a comfortable 60fps for higher end games, I can record 720p while still playing 1080p instead to maintain it.

-Despite doing 1080p/720p videos, I prefer the computer be more suited for gaming than purely video editing.

I care most about performance for cheapest cost.

Solution
Xeon quad core CPU with hyperthreading. Basically the same as core i7 but without IGP which you don't need anyways. Idles at much lower power saving money and runs cooler. Non-overclocking cpu.
