GTX 660 SuperOverClocked - low fps on games like CSGO, high fps on War Thunder

hey Everyone,
i had this problem for a while, some times it happens more often and some times it doesn't happen at all.
I figured out, using EVGA Precision X, that the problem is the graphics card doesn't use enough power to produce enough frame rates.
This happens to me only on Counter Strike: Global Offensive and Insurgency 2 - power% is between 42 to 46 but not higher.
In comparison, i have tested War Thunder, on near max graphics and the power% is between 88 to 102.
Anyone has any idea what is the cause for this issue?

in CS:GO and Insurgency it used to be stable ~120 and in War Thunder it has always been stable on 60. Its not the Vsync, this is the weirdest thing ever happened to me. i have already had CS:GO for some years and i have been playing weekly and never encountered this kind of problem, some times when i start the game, it gets laggy and fps goes to 20. i figured that this happens because something is limiting the power supplement to the graphics card(???). It doesn't happen in any other game.
