I built the parts I recently bought earlier and have been having issues with Windows slowly loading with most of the screen black, poor graphics, and crazy flickering particles when I ran a test of Dota 2. Is this most likely a busted card?

I tried several clean driver reinstalls of various versions, and eventually went back to an old 5xxx series Radeon which seemed to stop the problems. Reran Dota for example and while the graphics were shite there was no flickering lights.
Best to return the card?
