You are pushing the video card too high. First off you have to increase the voltage to 1.2v manually, and even then you will be lucky to get 1200mhz core and 1500mhz-1700 memory. Most top out around 1150 on air with a voltage tweak. With stock voltages you can only expect about 1000-1100mhz on the core. If your rams default is 1500mhz, you may get 1600-1700mhz.

PS: 1300mhz on the core can only be hit with water cooling AFAIK and 1.3v to the card. This is too much for everyday use anyway, IMO.
