Downclocking GPU worth it? (Reference AMD R9 290)

As the title says, will it help keeping the graphics card healthy for a bit longer?

Also will the temperatures actually decrease noticeably?

The graphics card reaches a maximum temperature of 92 degrees right now (Under full load).

No, this is pointless.

If you keep everything stock and within warranty you hvae a few years of "risk free" fun ahead. You ideally want the card to last 3-5 years.

After that it effectively becomes obsolete for anything other than titles released at the same it was first sold or indy titles etc.

By keeping it at stock you ensure this effectively.

Downclocking won't give you any noticeable benefits within the realm of realistic long term views...

It will however alter your performance and mean you could have spent less money on a cheaper card for the same results and worried less about it lasting 1000 years.

Just don't do it.
