Will I need a new HD with new i5/mobo/OS?

Just purchased:

i5-4690k
Z97 mobo
Windows 8.1

If relevant, I have 8GB RAM, a GTX960 GPU, and a 750W PSU that should more than cover my needs.

My old rig has windows 7 on it. Since I'll be reusing the hard drive, will I need to take windows 7 off of it? Any issues I may run in to here?

You will have to reinstall windows with a motherboard change, that's pretty common. If you plug your current drive with the existing os into the new system it's going to try loading up all the motherboard drivers when it boots and they'll be for the old/wrong motherboard. 9x out of 10 that means the boot up will fail.

This depends entirely on what the old Windows install was.

Preinstalled? Yes, you will need a new OS license
OEM license? Yes, you will need a new OS license
Retail license? You can reinstall with the new hardware.
