windows 7 ultimate will not open bios flash

i have a dell optiplex gx620 and i have windows 7-64 bit installed but it came with xp and i upgraded to windows 7. I downloaded the bios from the dell site for my model. but windows will not open it and dell says to run it from windows. when i try it says access denied. I ran as an administer and still the same thing. i am logged in as an administrator but no better.

please help

this is very good. can you tell me how you found this information. you see this all started because i was updating to windows 8.1 and the processor would not turn on some options so i needed to update the bios and that might help. your link tells all the possible upgrades for this machine which is what I need.

I found it on the Dell support site. Most makers have a forum where other users talk about their problems and how they fixed them. That is always a good place to start if you aren't sure what to do. The odds are pretty good that someone else has also ran into the same problem so their knowledge can be very helpful.
