Problem with Front USB Ports: Charges but windows doesn't regonize device?

Okey my problem with front usb 2.0 is that when i plug my phone on it will charge it but i can't for example go look phone files or anything because windows doesn't seem to regonize the phone but it still charges it?? the problem doesn't occur with the first 2.0 front usb header.... so again it has two 2.0 front usb headers and the second one will not regonize the phone but it only charges it?

maybe some settings on bios or on windows? Because iv'e tried to connect it to different usb on motherboard but it didn't help also my case is new corsair 780T. Phone charges normally but it is not regonized by windows, also i tried to connect xbox 360 controller but it only flashed the lights but didn't work. So it is kinda working and powering because it charges but cant use the device

I'm not sure I follow why you don't think it's a loose connection.

1) You tried a different header on the motherboard. No change. That basically rules out the motherboard.

2) That only leaves the USB connecting cable, connection to PC case, or possibly the case itself if it's preventing full insertion but that's less likely.

Other than trying a different case or finding a way to swap the cable I don't know what else to suggest.
