High CPU fan speed.

I recently upgraded my system but i kept my old cpu cooler (Zalman CNPS7X) instead of installing the stock cooler of my new cpu (core i5 4690). Although the temps that i am getting are quite normal i think (idle 34C and after playing battlefield 3 for 3 hours 57C) the fan speed is quite high. It runs around 1700 RPM on idle and 1900 RPM while gaming. This same cooler in my old system on idle it was even dropping below 1000 RPM on idle. I can understand of course that it was a different system but isnt 1700 rpm on idle a bit too high on any system? Is it normal?
My CPU is Core i5 4690 and my motherboard is Gigabyte Z97 HD3. Any info would be appreciated.

if it was an asus mb i tell you to check the bios to see what the cpu min fan and cpu temp is set at. a lot of bios now have a min set temp and a silent/performance settings for cpu and case fans. two issue i like to bring up is there are differences between the 775 cpu case and the newer intel cpu cases or lids. the older cpu lids and chips had a block of silver that was used as a heat sink. the newer cpu intel used a blob of thermal paste. toms and other testers have shown that the newer cpu dont move the heat as well when under load as the older cpu chips. that why you see a lot of delidding threads here. the other issue is the newer cpu have small hot spot then older chips. there was a thermal shot taken and posted online showing...
What time of fan control is your motherboard capable of. Gigabyte System Information utility provides quite decent fan control, not as good as Asus FanXpert but I don't think this utility comes with or is supported by your MoBo. Take a peek at your manual and see what support is provided.
