Display won't show on brand new motherboard!

I recently decided to build my first PC. I used these parts

Motherboard: Gigabyte GA-F2A88X-UP4

CPU: AMD Athlon X4 860K Black Edition CPU Quad Core FM2+ 3700Mhz 95W 4MB AD860KXBJABOX

RAM 1: Crucial Ballistix Sport 8GB Kit (4GBx2) DDR3 1600 (PC3-12800) 240-Pin UDIMM Memory BLS2KIT4G3D1609DS1S00/BLS2CP4G3D1609DS1S00

RAM 2:Corsair Vengeance 16GB (2x8GB) DDR3 1600 MHz (PC3 12800) Desktop Memory (CMZ16GX3M2A1600C10)

Graphics Card: HIS R9 270X IceQ X Boost Clock 2GB GDDR5 PCI-E DLDVI-I/HDMI/2x Mini DP H270XQM2G2M

Power Supply: Corsair CS Series 450 Watt ATX Modular and Efficient Power Supply CS450M

HDD: WD Blue 1TB SATA 6Gb/s 7200rpm

CD Drive: Asus 24x DVD-RW Serial-ATA Internal OEM Optical Drive DRW-24B1ST


Now, the problem is, I keep getting a 1 long beep, 3 short beep signal when I try and turn the thing on. I got the speaker thingy, and that's how I heard the beeping. I believe Gigabyte uses AMI Bios, so I thought my error had to do with my RAM. I bought new RAM of a different kind, and placed that in. I made sure I heard the clicks, so I know they were seated properly. I tested each stick of RAM, and always got the same error. I am completely lost now. Gigabyte customer service kept me on the phone for 3 hours straight listening to some California radio show. I never even talked to a representative. I don't know what to do, I have 500+ dollars worth of junk I can't get to work! Please help me.

Tl;dr: Computer won't work, have gotten a memory error ( 1 long beep, 3 short). Bought new memory, did absolutely nothing.
