Am I underclocked? In games my GPU Core Clock spikes to around 1100MHz then baselines to 450.0 MHz (Temp usually around 40c*)

My GPU temperature hasn't been over 50 celcius, and my gpu load is relatively low when im playing my games, but for some reason my core clock does not increase and my fps lacks most games i get around 20-60 fps ie: League of Legends on any setting. At the start of games my Core clock performs for a spilt couple seconds then goes back to 450.0 MHz? Is there anything i can do, or am i missing somthing?

sounds like thermal throttling so um unsure why if what you say is all true and your crossfire profile is set up correctly then this should not be the case but it really sounds like thermal throttling is happening but have you tried them one at a time by taking the other one out of the system then testing to see if it still happens then?
