Win 7 and I.E.11 will not download ANYTHING.

When I try to download ANYTHING from MrFixit to any video I get a message " whatever program" cannot be downloaded. NO error message. Then I.E. 11 stops working and restarts. I hope there is a solution that does not require downloading. I can't even download windows updates.

System restore will not go back that far. I can only restore back a few days.

Have you tried running a repair? Booting to the disc or USB, however you installed and run the repair option. Have you downloaded Firefox or Chrome and attempted downloads? You have plenty of space on your drive? And lastly, download, burn and run memtest.
