Got a new asrock 970 performance motherboard and seeing agressive spikes

I wonder if I need to rma my motherboard. First of all my fps in games is a hit and a miss.(remember board has amd bridges; as I am useing a nvidia 670) the fps can jump from 30 to 56 well driving a car in just cause 2 and it really is bothersome all around even in other games. Unless it runs 60fps the motion from fast to slow on fps is anoying. I never had it on my 5 year old asrock board. Just didn't have enough front bus speed; it was caping my cpu around 54%. Plus the cpu and gpu spikes look sickening.
 
make sure the mb has newest bios files on it. download the newest amd chipset for 970 from amd. in the bios make sure your ram speed is set right. try tweeking game to use nviida 4ax fxaa it less of overhead on newer games. in the games turn down the eye candy. if your cpu is the slower 6300 you can try the newer 8000 on sale get them for 99.00. if your hard core gamer wait till intel brodwell drop or skylake then think about swapping the mb/cpu out.

Ok I have an amd phenom 2 1045t.
But i have not seen the likes of this befor and my 500w psu is enough. Also the bios is up to date out of the box. Take all that into account and my last board was 5 years old at the time I decided to swap. The board had pcie1 not 2; so that said not much gain there. Though the cpu should see gains, but no there's worse performance in select games and it's a give and a take. I don't mind rma ing the board. It has been dropped in price and failures have been seen more towards the big price cut. Was wondering why so cheep now, but and I mean but why return a board that might be good. Then again it causeing my os to freeze or is that my towers hot swap ports.
I will get back to you guys see what you think on this new info. I need to know soon rma is up april 5th

Its like this I used to get 19 fps in new dawn non ultra
Now I get 16-25
But only 25 for a second and stuck around 16-17 more often. That's a downgrade
And I was hopeing for a fps gain, but I see a loss in more then half the games

Normal with AMD cpus, because their single thread performance is slow. You should upgrade your psu to better known brand like fortron. I suggest you fortron 700W psu with 80 plus silver rating.

I'm also going to assume you're not on any overclock as you've stated 1333MHz ram. The Hexacore AMD cpu you have was best paired with a 1600MHz kit. The board may see price cuts if and when a supplier or the retailer is trying to clear its inventory. No point holding onto aging hardware and paying for them in terms of storage rent.

Its a known fact that Vista was horrible at gaming as it hogged alot of ram. I'd suggest moving to a new OS - if you can get a hold of a (legitimate)Windows 7 64bit licence then go ahead otherwise go towards Windows 8.1 as the board has driver support.

Well I am going to test the hardware on my mothers asus board against her fx 6300 and msi 650ti 1gb vram and see what her asus board does then I will get back if any answers in the mean tin shot them as I am broke spent my budget. Now I don't mind vista, so axe changeing that. I think it's the slipping quality control in china over the years. Look at my samsung 6000 40 in and you will see a hefty panel lotter; I lucked out and got a spit fire of a panel.
Wish me luck and see what you think. I think one of the bridges is faulty. Pointing at the pcie controller as hence it shot the gpu to 99% but kept dipping to 56% or so.
