No boot. I've tried just about everything. (New PSU, lights flash once)

I ordered a new PSU about 2 weeks ago and after installing it (correctly) my computer would not boot. The only hope of power is the lights on the fans blink 1 time for about half a second when the power button is pushed, nothing else happens only the lights flash. I have tried, uninstalling the new PSU and installing the old one, still nothing. I tried resetting the BIOS battery, nothing. Nothing seems to be working. Any help would be greatly appreciated as I'm at a dead end now. Thank you much.

How should I go about doing that? And if there is a short what would I need to do to fix it?
 
Take the board outside the case, put it on its cardboard or similar non-conductive surface and start it with only CPU, CPU fan, single RAM module, graphics card, HDD, keyboard and mouse connected.

And if there is a short what would I need to do to fix it?

Let's check firstly.

Same thing happened. No boot, light flashed. I'm really hoping the next thing you say isn't to get a new motherboard.

Does that really make a difference though? I will do it but I dont understand how changing the environment of the motherboard will affect it, care to explain?
 
From the pictures, it looks to me that the board does touch the case (no standoffs installed) and that would short the board, therefore the issue.
I know that it implies some work, but outside the case it's much easier to troubleshoot/correctly install components/ rule out a short.

No power for anything. Since that picture I reinstalled the graphics card. No lights are flashing either but Im guessing thats because I cut power to them when I took the mb out the box.
