Windows 8 will not start on Toshiba laptop

I am unable to ascess windows 8 from myToshibia laptop. I also cannot get it to go into safe mode

I pressed F12 & tried the refresh option but it stopped at 99%
So I went back & pressed F12 again & this time I tried the command prompt option.
I typed in CHKDSK & it said
"Windows has checked the file system and found problems. Run CHKDSK with the /F (fix) option to coreect this" How do I do this?

Ii would appreciate any feedback to fix this

Type in CHKDSK /F. It may fix the problem temporarily, so you can start windows to backup your personal files to the cloud or a stick. It's most likely a damaged hard disk an will happen again soon.

I typed in CHKDSK/F and this was the response
" The type of the file system is NTFS.
Cannot lock current drive
Windows cannot run disk checking on this volume because it is write protected "
 

Try again with chkdsk c: /f /x

The response was in all caps & said that " all opened handles to this volume would then be invalid" & then it asks if I want to proceed...

I said yes and now it says " Usn Journal verification completed"
"CHKDSK discovered free space marked as allocated in the volume bitmap"
 

Well, that's a typical problem with almost dead drives. I guess windows still doesn't start?

no, windows did not restart I still have the command prompt menu

As suspected from the beginning...this is probably a dying hard drive.

After I unplugged it, I turned it back on it said " no bootable device detected.... restart system"
 

Yes, the drive is completely dead now. Go and by a new drive, install windows and restore your personal data from backup.
