So, basically, i'm building a pc with spare parts just to watch movies and browsing.
Considering the beast spec are a m-atx, q9400 stock and a r7 240 (plus 2 ide hdds, yes.), i'm guessing the max power consumption would be 150, max 200 watts.
I have 2 spare PSU: a quality 600w CM psu, which would be an overkill, and a 500w crap-tier technoware psu (costs like 20 €).
Now the real question: can i be relatively safe using the 500w crap tier if the consumption is much lower than 500? Or is it totally irrelevant?

If the poor psu has been working for you, then I think you are relatively safe.
The danger is if it fails, it will not have protective circuitry that can keep it from destroying all it is connected to.
Since your other parts are also old and largely useless, using a poor psu does not leave you exposed to much.

OTOH using a highly overprovisioned psu is not bad. It will loaf and only use the wattage that is demanded of it.
