Well recently my gpu broke so I bought a gt730 just to replace it for a month while I'm waiting for a stronger gpu that I ordered. After looking for recent parts I got lying around, I've scavenged enough parts to build a lower end computer (will be using my gt730) and what's left is a monitor.

I remembered my brother needing a computer for his daily use and I would like to provide him one but my budget is only $50. He isn't much of a gamer, he just casually plays League of Legends, Dota 2, and maybe some online RPGs like Aura Kingdom and the rest would be facebook, youtube and browsing.

Edit: Reason I said he'll be using it for games and browsing is to say that it's okay to have a TN panel.

Yeah that's what I've figured :D. Luckily though, my local computer shop is upgrading and currently selling 15pcs of Chimei 95QD monitors for $45/ea.
