I built my PC a little over a year ago, and has run all games thus far on ultra settings with no frame drops or any trouble. The Witcher 3 on the other hand has me worried a bit. I imagine I'll be able to run on high, but I love the feeling of maxing out my games.

-Here are my current specs-

CPU: Intel Core i5-4670K 3.4GHz Quad-Core Processor
CPU Cooler: Cooler Master Hyper 212 EVO 82.9 CFM Sleeve Bearing CPU Cooler
Motherboard: Gigabyte GA-Z87-D3HP ATX LGA1150 Motherboard
Memory: G.SKILL Ares Series 16GB (2 x 8GB) 240-Pin DDR3 SDRAM DDR3 1600
Storage: Kingston SSDNow V300 Series 120GB 2.5" Solid State Disk
Storage: Western Digital Caviar Blue 1TB 3.5" 7200RPM Internal Hard Drive
Video Card: EVGA GeForce GTX 780 3GB Video Card
Case: Rosewill BlackHawk ATX Mid Tower Case
Power Supply: Corsair RM 750W 80+ Gold Certified Fully-Modular ATX Power Supply
OS: Windows 8

-The Witcher 3 Recommended Requirements-

Intel CPU Core i7 3770 3,4 GHz
AMD CPU AMD FX-8350 4 GHz
Nvidia GPU GeForce GTX 770
AMD GPU Radeon R9 290
RAM 8GB
OS 64-bit Windows 7 or 64-bit Windows 8 (8.1)
DirectX 11
HDD Space 40 GB

Also if you could recommend what I might upgrade next? Upgrade to an i7 or overlock my i5? Or upgrade my video card to one with more memory? Any help would be greatly appreciated!

Wait until the game is released and the game is tested. The i5 may hold back complete Ultra if the game utilizes HyperThreading or the 780 if the game uses more than 3GB. However, right now, you asked a question that can only be speculated. You can ask it over and over again and the answers you will get can only be speculation.

You can definately run the game. But not at 60 fps on ultra. You might have to settle for something around high settings with 50 fps.
These are of course only speculations given the information available at this time:p Also, CDPR might optimize it better.
