Chassis Fans not working. No video. All cables plugged.

Last night (3/27), I was using my PC as normal and then turned it off before I went to bed. This morning, I turned it on, the motherboard returned with Q Code 00, the Chassis fans didn't turn on, the gpu fans didn't spin up, and the cpu wasn't getting power (since It was 00). I made sure everything was connected, all power cables, everything. The only thing that would spin up was the watercooling and its fans since they were directly connected to my PSU. What could this mean? Is it a problem with my PSU? Probably not. Or a problem with my brand new motherboard (I received a replacement Mobo from Asus because of a bent socket pin a little more than a month ago, Feb. 13). If you could help that would be great.

PS. I checked many times to see if all the cables were plugged in, an yes they were. I took the entire pc apart and then back together with the same results. The "Start" button light is on.

I did not want to just assume that his sig was the hardware in the pc he has having the issue with.
Sig could be out of date, this could be a different PC, plus not everyone is entirely honest about their build in their sig; thus it is just better to not assume.

That code is supposed to mean "CPU not detected", so if the PSU is healthy then the CPU is the main suspect.
If you have access to another CPU that fits this motherboard (from an older PC maybe), swapping CPU should reveal if that's the case.
