Looking to have a touch screen monitor for my kids computer on win8 so they have an easier time navigating. I'm not sure how it works when connecting one to a desktop pc the specs are fx 6300, AMD Radeon 6870 which i think should be perfect. which would you prefer my max budget would be 250$ thanks!

As touch screens are quite old technology, (shop tills use them) they connect via a generic DVI or VGA connector just like a normal monitor.
It's even better if it's HDMI though as HDMI can carry audio and video- Sam
