Windows 8.1 stucked on restarting itself

After restarting my PC I've noticed Windows shows these dialogs:

''Getting windows ready, Please do not turn off your computer''

then

''Restarting''

Does it every time I restart or power off my PC for about 5 times then lets me login into the system. I've also noticed all my Windows updates has been failing for the previous month. I tried cleaning up the system with a built-in cleaner as well as CCleaner, and I can't do system restore no more.

What can I do to fix it?

It's either a SOFTWARE corruption or failing HARDWARE.

Either way you need to rebuild Windows probably.

*I recommend:
a) run MEMTEST www.memtest.org for a full pass (about 30min per 8GB)
- use the USB auto installer or download and burn an ISO image to DVD with imgburn or other.
- if you boot into Windows instead of memtest you need to go into the BIOS and change boot order so USB or DVD is first before the Windows drive
b) run hard drive diagnostic (see manufacturer site). Or SSD software if applicable.

Other:
Registry cleaning software can easily hose your system. At best it usually deletes files that weren't being used anyway. At worst it removes things you actually need.

Just ran memtest, all passed, no fails.

Also, I have a OCZ RevoDrive 350 as a boot drive and I'm using SSD Guru by OCZ. It shows the drive is 100% healthy. Is it enought in terms of SSD diagnostics or is there something else I can use to test the drive?
