"safe using" and aerocool psu sounds like a contradiction really .
you should replace it and buy something more reliable .
if you don´t want to do it than gtx 960 will be your "safest" option
among performance mid-range video cards .
it would be good to know what processor do you have and the amount of ram as well .

it doesn´t matter ...
even pcie express 2.0 will not bottleneck powerfull video card .
much more important for overall performance is to have fast enough processor
and sufficient amount of ram (at least 4gb , ideally 8gb)
260x is much weaker video card than gtx 960 .

your processor is good enough to feed gtx 960 so no problem .
buy gtx 960 .
if you replace your power supply amd 280x would be a better deal though .
