For cox they gave us a cable modem for the internet and phone services, but I have been having some trouble with the internet lately. I had the modem replaced already but the issue is still there, so I was wondering if I could keep the modem for the phone and have a separate modem for the internet?

Solution
If you have a "modem" that has analog phone jacks in it the cable company will generally not let you replace it with your own. Most these systems use a special cable channel for the phone. It is not really even voice over IP it is a special voice over cable. In most cases these modem have batteries in them to allow to not lose phone service when the power it out.

The solution most people use that want to use there own modem is to just cancel the phone service and use their cell phones.

It really depends on why you want a hard wire phone and what your definition of a hard wire phone is.
