Only 1 Computer Can't Connect to Internet Wired or Wireless

I am posting a new thread because I have looked everywhere for a solution to my problem and still am not having any luck.

About a week ago, suddenly my computer would not connect to the internet. I have a custom built desktop pc with an Asrock motherboard. I am running Windows 7. There are like 4 other computers in my house and they all are having no issues connecting, including my ASUS laptop. When I try to connect over ethernet, it says "Identifying... No Internet access" in the connection window. Also there is a yellow exclamation point over the ethernet connection symbol. I have a TP Link usb wireless adapter, so I plug that in. In the connection window it says that I am connected to my router, but it still says "Identifying... No Internet access". In the tray, the wifi symbol shows 5 bars of wifi, but has the yellow exclamation point on it.

My ISP is Att Uverse, I have a 2WIRE Router.
I have reinstalled mobo drivers, tplink wireless adapter drivers.
Any help would be greatly appreciated.

If your other coputers are connecting with no issues that pretty much rules out the ISP router and modem.
The only other thing I can think of is the TCP\IP stack on the PC. Try this:

Bump for a solution to this issue and similar/identical issue.
For a month ongoing now, I've had connection issues with only one wireless connection.
I have had windows 8.1 for over a year and have had my TP-Link WDN3200 for not much less than a year.
The connection settings haven't changed on either the client PC or the router/modem.
I've tried everything short of claiming warranty on the device for faulty behavior, though am in the process of doing so now.

I CAN connect no issue to the 2.4GHz connection, it's only the 5GHz connection that's rendered incompatible, both being hosted by the same router.
I've tried moving the dongle to another USB port, reinstalling the drivers, uninstalling all network drivers, used different drivers, windows default drivers, changed settings for 802.11n connections, even went back to try a fix with the same symptoms from Windows Vista and Regedit changes.
TP-link have no official Windows 8.1 drivers [or any for windows 10, it would seem] for this device, and it would appear I can't fault Windows Update, as my computer hadn't updated before this issue appeared.

The router is a NETGEAR device, though the model I am not all that sure of. If that's an important factor, I will supply further details.
the Wireless Device and the router do communicate, enough to tell me when I put in the wrong password, at least. but even correctly and manually configuring the device after forgetting the connection entirely still greets me with the same ambiguous "Can't connect to this network".

I'm tearing my hair out on this one, and would love for some fault to be made clear, whether it be OS, device, or both so that a remedy can be sought.
