I have an ASRock 970 extreme4 and I have a commander ms-I epic edition case and wanted to connect the power button to the motherboard, But it seems that the only way to power it on is on the board itself, is this true or can I connect the power header from my case on the the motherboard? From what I have seen on the manual there are no pins, do you know where the specific pins are?

I must be missing something here. The power button on your case should have two wires coming from it (perhaps along with the Reset Switch and HDD Activity light wires). These two wires need to be connected to the PWRBTN and associated GND (Power Button and Ground) pins on your motherboard.

Yes that is true, the only problem is that I can't find the PWRBTN pins, and don't know where they are and it doesn't say in the manual, and if it does then I'm missing something
