what would be maximum ram speed

I have a Packard Bell imedia s2885 with a i5 cpu and 8 gig of ddr3 1600 ram and would like to max out the ram to 16 gig, can I also increase the exchange speed on the ram?

That is not a good idea. Stick with 1600MHz. Your system supports 16GB but it doesn't say how many slots it has. Let me know the motherboard model name and number.
