new build 970 Extreme3 r2.0 won't boot past splash screen

Hello. I just put together new computer build using a 970 Extreme3 r2.0 motherboard and an AMD FX-8370 CPU. It won't boot past splash screen. At least, it is a black screen with bios information. I am prompted to press F1 or F2 to continue. But I can't use the usb keyboard to continue. It just freezes.

What else is hooked up to the system? is your hard drive plugged in? Do you have a DVD drive with Windows in it? Are either of them powering up?

Helloo- Nothing is presently plugged in besides the graphics card, CPU, memory and keyboard.

At that point you need to go ahead and hook up a CD drive and hard drive and install windows. Its not booting because there is nothing to boot to. When you press F1 or F2 it is now looking for a boot device and isn't finding one. Connect those and then see what happens.
