Intel i7 2600k 3.4ghz running at 90c and throttling to 1.5ghz WITH watercooling

This all started Friday when I upgraded the stock SLI gtx 545 to a 970. Computer seemed to work without hiccup, then issues started. Come Saturday i'm playing evolve and it was lagging and the graphics were loading much slower than it had before and much slower than my laptop (860m) on which my friend was playing. It said the cpu was running at .51ghz.

Sunday(today) I go out and get new thermal paste, re-attach the water cooler (stock alienware, looks like a corsair h90) and its still idling at 70c and running at 95+.

I'm out of ideas and the help threads have run dry, I don't know what to do at this point.

The fan on the radiator died, and I replaced it. I literally JUST replaced it, however, its still not working.
Cooler isnt leaking
Pump isnt dead as far as I can tell( how would I know?) one tube feels really warm, and the other is cooler?

For your particular pump I'm not sure how you would check it. You may want to call the manufacturer and ask. My guess is that you have something wrong with your cooler or your mounting of the cooler wasn't correct.

As I said, I re-applied thermal paste so the mounting isn't the issue, the manufacture is dell, and after dealing with customer support ordering this, they arent an option

Would an evo 212 work? If i took the water cooling off, would the evo help fix the problem?

Is there any other possibility that it is NOT the water cooler? I just dont want to waste time and money if it isnt the solution

It must be the cooler. CPU's themselves very, and I mean very, rarely fail or have problems in and of themselves. So it's is most likely the cooler. I used to have the 2600K with the 212 Plus (EVO's predecessor) a couple years back and it was an excellent processor that ran very cool even under high overclocks.

I would just go ahead and purchase the CM Hyper 212 EVO http://www.amazon.com/Cooler-Master-Hyper-21... which is almost guaranteed to fix your overheating problem.
