Broken flash drive?

So, a while back, I created a recovery drive for my Chromebook in case something went wrong installing Linux. It's been fine for a few months now so I was going to reformat the drive so I could use it to install SteamOS on my new computer. I tried reformatting/resetting it on windows. Some stuff happened and now while stuff recognizes something's plugged in, nothing can do anything with it. On windows, it asks to insert a disk into removable drive (E: ) which I can't do since it's a flash drive.

Is there a way to fix this or is it goodbye, flash drive?

Edit: Windows says that it only has a 512 B capacity when I try to format. It's a 4 GB drive
