gpu question please help

I have the new GeForce gtx 980 with the acx 2.o cooler in it, are the fans on it supose to always run...I'm installing windows and there nor running?

Just did that, I haven't played anything yet so I dont know if it's just not hot or its broke

They look to me as if there twitching or stuck, but I'm not sure it's very cold to the touch.
