Fairly new system, having artifact issues and I don't think it's the GPU.

Ok, so as the title suggests, I don't think it's the GPU and I'm about to pull my hair out so here is the back story....

A month ago, I built a fairly kick ass system, 5930k, 16GB DDR4, Asus x99-A, H75 cooling, Enermax MaxRevo 1250Watts, 500GB 850 EVO and I had 2x Asus R9 280x... I know those cards are known for artifacts so I got rid of one of them and yesterday I bought an MSI GTX 970. I removed the 1 remaining 280x, uninstalled all the drivers and then installed this one.... Sure enough, artifacts were still there!!!! Even at the boot up screen.... Wouldn't go past the windows 7 logo and the entire screen was a different color and the system froze. I was going to pour water over the system in frustration and then I realized, I don't have it in the budget to replace so I refrained. :)

Good news is, I can return the 970 seeing as I don't think it's the 280x but now I am out of options. Also, to be honest, even with the 970, my main game is CS:GO and I wasn't very impressed as I still found the game to be... Not as smooth as I thought it would be and it's not a very demanding game.

Long story short, what are my other options. I am pretty tech savvy but pretty new to the whole artifacts thing so I am not sure what else to check. Could it be the Power Supply? Thanks for any help you can provide and if you need more info, I'll try to provide.

Agreed I shouldn't, but I do. Doesn't matter if I am gaming or booting up or streaming a movie or just at idle, they are there. All drivers are up to date. Mind you as we speak, no artifacts but they come and go.
