AMD graphics card driver causing washed out fuzzy look to HDTV

Currently I've been having issues with my brothers brand new computer and his displays. The computer has a AMD 270x in it and when I first installed the operating system onto his PC (Windows 8.1) everything looked crisp and very clear but as soon as I installed the updated graphics card drivers the screen become slightly smaller/under scanned and pictures and words look slightly jagged and washed out. I then went ahead and uninstalled the drivers and restarted the computer and voila everything looked crisp and clear again and as soon as the updated graphics drivers installed the screen flashes and it goes back to fuzzy/ washed up looking screen again. I'm at the point where I might have him return his 270x for a 750ti and see where we go from there.

Additional information: He is currently using a 32" insignia LED 1080p tv as his display plugged in through a DVI to HDMI cable. I've also tried swapping his 270x for a 7850 and it seems to do the same exact thing.

Yeah Ive tried messing with all kinds of settings in CCC. I can adjust the overscan so it fits to the screen and change it to the native resolution but it still looks washed out and fuzzy. I'm wondering if AMDs latest graphics card drivers are for some reason not compatible with his HDTV screen.

woke up with screen washed out and yellow. after having every other issue with removing and reinstalling software. went into control center and changed My Digital Panel color range? ybrcbr.. to rgb full
