Very High CPU Usage and Very low GPU Usage When Playing Youtube videos

I just recently upgraded the CPU in my old Acer Aspire E500 desktop from a P4 524 to a Pentium D 945 hoping that it would increase youtube's playback performance. But instead it makes the entire computer slow to a crawl with 100% of both cores being used up while playing a video at anything higher than 480p.

Here's the specs:

CPU: Pentium D 945 (Stock Heatsink= 60°C Idle)
GPU: Geforce 9500 GS (rarely goes above 5% utilization)
MBO: MBP2207024 RC410-M2
RAM: (2X1GB) Kingston Valueram low profile memory (DDR2-667)
HDD: 40GB Maxtor P-ATA drive


I'm really hoping that someone can help with this issue.
 
Solution
check task manager to see what exactly is taking up so much of your CPU. If it is Chrome/Youtube, try reinstalling. If that doesn't work, I would recommend a clean install of Windows.

I installed a clean version of windows 7 after I got the CPU because I was waiting for the RAM that I ordered to come in. I tested it with memtest86 for about a day just to make sure there were absolutely no errors.

I just checked task manager, and the majority of the CPU is being eaten up by two of the eight chrome processes that are shown (the same amount of processes are occupying my main PC and it seems to be running just fine), the very first and last ones to be exact.

I believe Chrome has a process for every tab open if I'm not mistaken, so try boiling it down from there. If your processor can't handle Youtube, it might be time to upgrade, and if you don't want to spend too much I recommend AMD's old Athlon X4 860K Quad-Core 3.7GHz Socket FM2+ which isn't too expensive, though you will have to get an FM2+ board for that setup and reinstall Windows. Completely up to you though, I have no knowledge of Intel's cheaper processor solutions so sorry about that.

That kind of defeats the purpose of having a cheap video streaming PC for the livingroom.

The thing is, videos seem to play absolutely fine through windows media player (Even in 4k 60p!) and the CPU usage barely goes over 50%. It just doesn't make sense to me why I can't play a slightly compressed 720p60p video with equal or better results.

Well Youtube always takes up a lot more resources than loading a video located on the drive (Used to deal with an old Intel Dual Core, can completely relate to your situation). At this point, I would highly consider upgrading the CPU and Mobo.
