CPU temps are way too high... FX8350 on an ASrock 970 etreme 4.

Ok recently, like in the last few months, my temps have started acting weird. One day stay low, the next day they are at 63c... 63c is too high with a 212 and no overclock.... Can my motherboard be the culprit? Please, no "reset the cooler" or "check the fans" I have done that over and over with the same results..... I know what I'm doing with that, i even reset the bios on a number of occasions to fix the issue to no avail. THe motherboard is known to have bios issues as well as NOT being able to overclock, but I need more info.l The motherboard lasted me well over a year and a half before any of these issues. Could it be something wrong with windows 8.1? I have NEVER BSOD'd and it plays games fine. But when I do play games it just gets WAAAAAAAAAYYYYY hotter then it is suppose to. Oh and recent after changing thermal paste and making sure cooler was nice and good in place, sometimes the temps of one core will change AFTER the other cores. Running prime 95 gets me UNDER 60c!!!!!! It's weird, prime 95 wont push the CPU hard enough and games SEEM to over push it. Voltage is fine at idle, temps are fine at idle. Only when DOING something it starts acting erratic with the temps. Even dark souls 2, which used to not go past 54 on the HOTTEST days, get's up to 64c (highest I've seen twice) now. Please help.

I also get whine from my computer sometimes. Can A PSU make your CPU over heat? I'm not sure but I don't THINK it could... I run games fine, no throttle, all my power, I benchmark all the time. I can't seem to figure out the issue.

the only place the whine could come from that i could think of is probably your hard drive. (moving parts and such). since you already checked your fans, could also be from your psu? check all your components that have moving parts and run them separately. try running all your fans at maximum speed. and for your cpu temp, u said u checked the fans. are they on automatic? or is it set to a certain speed? because if it is certain speed, you might wanna raise the rpm or set it to auto. cpu fan i mean.

Well I'm Going to get a asrock sabertooth in a few days. Lets see what happens then. I Noticed I had turbo core on, it dropped the max temp fro 60 something to max 55. But now I have performance lose in SOME games and it went from 4.2ghz. to 3.991ghz. My Cpu is suppose to be 4ghz. O think the problem is the motherboard.
