The CASEKING i link to is a prebuilt with OS installed, guaranteed 4,5 GHz OC, 16BG ram, 512GB SSD and a 980GTX. And they do excellent work, so i think that its a good price if he doesn't want to assemble himself.

Honestly, you don't need skill, just either a pair of rubber gloves or an anti static band.

Tools will come with components.

Having trouble? Look on youtube, there's plenty of build logs from LinusTechTips to OC3D (I believe). It's well worth buying parts.

Look at exhange rate, that gives an estimate!

just saw this... It doesn't matter too much, if you use OBS it will just rip what you're doing and stream it straight online! It might require 1gb RAM.

Otherwise the 4790K is one of the best cpus for streaming bar the x99 Format i7's.
 
Building your own PC together is not difficult at all.
You can barely make any mistake.
The fear of breaking anything is only available in your mind and also perhaps made on purpose by those pre-built manufacturers so that they can always sell you things with high price.
If you are afraid or have doubts, there are plenty of tutorials in the net including youtube.
Perhaps after reading and seeing stuffs, you can build your confidence.
My basic principal, if you can replace a bulb and build any IKEA's furniture together, you can build your own PC.

8GB RAM should be enough but it does not hurt to get 16GB RAM.
