bf4 poor performance

Hi guys. Could anybody help me please. I have a q6600 stock with 6gb ram and hd 6870. Even on low settings only getting 25fps temps are all normal. Is there anything I can do to help .running windows 7.cheers

Set to all low quality and your native resolution. Monitor the FPS.
Now reduce the resolution to say 1024x768. Do you see higher FPS?

If you don't get an FPS boost at lower res then you can conclude your old q6600 (is it at 2.4ghz?) is a massive bottle neck.
Also if you run MSI afterburner and set the overlay to monitor your 4 CPU cores, do they show high utilisation?
