Is it risky to buy a used graphics card?

So my budget isn't the highest and I want to install a gtx 750ti video card, I found a man who sells this card for 60€, normal price is about 120€, he says that he was using the card for the past one year, Am I risking a lot by buying this card? What does the community think?

Yes, it is risky, it is even riskier buying privately, 'from a man' because you have little or no warranty and plenty of possible problems.
If you need to purchase used I suggest you look on Amazon, Ebay or a similar trading company in your country.
Amazon and Ebay both have safe guards in pace and most of their commercial sellers offer at least some sort of exchange/return/refund policy.
Basic rules:
ALWAYS check the seller feedback, the more items they have sold and the more positive feedback they have the better.
CAREFULLY check the description and your E-mailed invoice, make sure they match, also put the page on your Favourites so you can refer to it later if there is a problem.
In many countries it's safer to use a credit card...

I'd recommend saving up for a new one.

Too many things can go wrong, and it only takes one wrong to knock out all benefits of second hand. I'd much rather be the one selling second hand cards, than the one buying.

If the card has been used for high end graphics, for periods of time an without proper cooling of the case, then you good sir, are buying a ticking-time bomb

Do a visual inspection of the card and ask the current owner if he has done anything with it. If he just put in the machine and used it normally for a year there's no real problem, and, as the price discount is quite big, you should get it. There are some risks involved but, yeah.......
