Question about 4-pin molex and case fan speed

I recently bought a case fan for the front of my pc case. All the system fan connectors on the mobo are already in use so I had to connect the fan to a 4-pin molex cable from the power supply using the adapter that came with the fan. For some reason, the fan doesn't seem to be spinning the fast. The specs state that the max rpm for fan is 2000. It seems like it is only spinning around 700-800 rpm.

1.) Is the molex cable limiting power to the fan so it can't spin at it's max rpm?

2.) If I hooked it up to a system fan connector on the mobo, would it spin faster?

Solution
It should be running at full speed, the reviews say it's really quiet so that might be why it seems like it is spinning slower. You could always swap the one you have connected to you motherboard temporarily so measure speed and gauge what it looks like to give you a better guess as to whether it's running full speed.

I did what you said and hooked it up to the mobo at 100% speed, and it is measuring out at 2000 rpm. It sounds just as quiet as it did with the molex, and seems to be putting out the same airflow, so I was definitely misjudging the speed. I guess I am just not used to quiet fans! Thanks!
