Newly Built computer; no display or beeps

I just put together a computer and for some reason, no beeps or display arrives on boot up.

Parts:
CPU - AMD FX - 6300
MOBO - ASUS M5A97 LE R2.0
GPU - EVGA GTX 960
Ram - Crucial Ballstix 8GB
HDD - Western Digital Blue 1 Tb
Case - Sentey GS - 6008 Stealth
PSU - Corsair CX430
ODD - Samsung 24x SATA

As of now, the motherboard light comes on, the LED lights come on, all but the GPU fans run constantly. No beeps, no display. Everything that can be connected is connected. Tried the troubleshooting guide, but still nothing works. Think something might be DOA?

Note: I noticed this case doesn't come with a speaker plug. Is that a problem?

I think you might be right. Instead of trying the gpu on another computer, I used my old 660 ti and the fan on it was on constantly. Comparing that to the 960, the fans start and stop as if not enough power was being distributed to them.

Still no display though. I'm not even sure that any of the USB ports are getting power. I know that the power port for the front USBs is plugged in, but I'm unsure about the motherboard ones. Right now I'm shifting one RAM stick on each individual slot to see if that helps.

Any other ideas as to why this isn't working?

Note: I looked up the specs for the 960 and it states that the min is 400W

The ratings on PSU's are the maximum outputs under ideal lab conditions. Many of them rarely reach the advertised levels in real world conditions. Your USB3 drivers aren't installed yet so you will need to get them from the Asus website for your board and OS. Check all of your connections again to make sure they are snug and locked in. You can use the checklist here to try to help. If nothing helps then you could either get a cheap card to test or get a bigger PSU to test. You could always return them if neither made a difference but I'm still leaning toward your PSU not putting out enough volts on the rail to your GPU.

Trying it with the 660ti seems better, but still with no avail. I'd think it would be a mother board problem since both front and back USBs don't give out power.

This case comes with a blue USB3 plug-in and the mobo doesn't have a spot for it. Do you need one for the USBs to work?

Your board shows two rear blue ports for USB3 so they should work, but check your cabling to make sure it is hooked up correctly. If it is then at least the USB2 should be working and if it doesn't check device manager for any problem devices. You may need to delete the USB hub and let windows reinstall when you reboot. If nothing works then it is possible the USB controller or the board itself is bad but you need to look for any visible errors like scratched traces, bulging caps, or burned or melted areas. There isn't much other way to test other than trying an add in USB card if the new drivers don't work.

There is no slot for the USB3 to plug into on the mobo. Just for the front USB2.
