Poor Performance in games with r9 270x cf

I am having serious performance issues that are seriously frustrating.
My system:
Asus m5a97 LE R2.0
Fx8320e @ 4.2Ghz
2x R9 270x 4gb
16gb ram
850w psu

In most games my fps doesnt change no matter what graphical setting i have it on. Most recent example is BF:Hardline. 55 fps average no matter what. Plus it microstutters like crazy as well. Ive tried everything I can possibly think of.

15.3 drivers helped a little with fps but kept crashing in Battlefield Hardline. Im probably going to just replace the mobo with a better one. I guess i shouldnt have expected much from a $85 motherboard haha.
