GPU clock speed drops when frames drop

Specs:
CPU: AMD 8350 at 4.1ghz
GPU: Sapphire tri-x r9 290
MOBO: Asrock 970 extreme4
HDD: WD 1tb 7200rpm 64mb cach
PSU: EVGA 850g gold certified

Lately when I have been playing BF3, my frames drop every couple minutes. I was monitoring my rig with afterburner and I discovered that my GPU core clock speed drops to 600ish mhz when my frames do. My card only gets up to 70-72 degrees celsius. Why is my graphics care throttling? I assume that is what it's doing but I'm not sure. Thanks in advance!
 
Solution
It is throttling to reduce heat. That is why you see good temps. They are the result of the gpu adjusting itself to maintain good temps. Try increasing the fan speed of the gpu to say 75% constant during games to see if things improve.
