Here's a good 280x which will get you around 60+ FPS on ultra on all games at 1080p: http://www.newegg.com/Product/Product.aspx?Item=N82E16814202125

Here's a good 285 that's a bit slower than the 280x that will get you around 55+ FPS ultra at 1080p: http://www.newegg.com/Product/Product.aspx?Item=N82E16814202127

Here's a good 280 which is a bit slower than the 285 above but still great 50+ FPS ultra @1080p: http://www.newegg.com/Product/Product.aspx?Item=N82E16814127789

Heres a good GTX 960 thats around the 285: http://www.newegg.com/Product/Product.aspx?Item=N82E16814487092

Keep in mind that the gtx 960 has only 2GB vram on 128-bit bus, and the 285 has 2GB as well on a 256-bit bus. I would rather take the 280/280x with 3GB vram.

The GTX 960 can run any game at medium settings at 1080p. It can max out most games at highest settings at 1080p, but, It just can't beat the R9 280x. I recommend the R9 280x if you want to max out pretty much any game out there at 1080p, max settings.
